Requires the Hawaii emergency management agency to inventory all designated emergency shelters statewide and assess their ability to withstand a Category 1 hurricane or higher.

Mandates the Hawaii emergency management agency submit a list of shelters and their respective hurricane ratings to the legislature no later than 20 days prior to the 2021 regular legislative session.

Establishes an administrator of emergency management position requiring at least three years of experience leading emergency management efforts at local, state, or federal level, serving as civilian head with day-to-day operational responsibility.

Authorizes the administrator to report directly to the governor in the director's absence and exempts the position from civil service requirements (Chapter 76).

Takes effect July 1, 2050.
