Increases voluntary campaign expenditure limits for candidates by 10% annually starting January 1, 2021, compounded each year thereafter.

Raises specific per-voter expenditure limits: Governor from $2.50 to $2.75; Lieutenant Governor and state legislators from $1.40 to $1.54; Mayor from $2.00 to $2.20; and other offices from 20 cents to 22 cents per voter.

Increases Hawaii election campaign fund income tax check-off designations from $3 to $5 for individual returns and from $6 to $10 for joint returns, effective January 1, 2021.

Allows higher-income taxpayers (federal adjusted gross income of $200,000 or more) to designate $8 per individual on returns with sufficient tax liability to the Hawaii election campaign fund.

Takes effect July 1, 2050, and applies to taxable years beginning after December 31, 2020.
