Appropriates funds from general revenues to legislative agencies for fiscal year 2020-2021 to cover Hawaii employer-union health benefits trust fund costs and other cost adjustments for legislative officers and employees excluded from collective bargaining.

Allocates funds to the Senate, House of Representatives, State Ethics Commission, Office of the Auditor, Office of the Legislative Reference Bureau, and Office of the Ombudsman (specific dollar amounts not filled in the bill text).

Requires agency heads to allot received funds for the designated purposes under Section 2.

Any unexpended or unencumbered funds at the end of fiscal year 2020-2021 shall lapse.

Takes effect July 1, 2050.
