Extends the deadline for the Legislative Reference Bureau to submit a sunrise analysis on paid family leave from September 1, 2019, to December 2, 2019.

Amends Act 109, Session Laws of Hawaii 2018, which originally required the analysis to evaluate impacts of a paid family leave program on industry, consumers, employees, employers, and caregivers.

Provides additional time for the Legislative Reference Bureau to evaluate contractor proposals and allow selected contractors adequate time to conduct a thorough analysis, following cancellation and reissuance of the original request for proposals.

Requires the amended request for proposals to mandate direct consultation with potentially affected state agencies and mitigation of any bias concerns from contractors with vested interests in the recommendations.

Takes effect upon approval.
