Expands Hawaii Medical Board certification authority to include emergency medical responders beyond emergency ambulance service personnel, such as firefighters and ocean safety lifeguards.

Amends HRS §453-31 to replace "ambulance" language with "service" to broaden scope of certified emergency medical personnel.

Amends HRS §453-32 to allow individuals with current National Registry of Emergency Medical Technicians certification to be deemed to have met educational requirements to perform emergency medical services in Hawaii.

Maintains requirement that certification applicants hold National Registry certification, pass training based on U.S. Department of Transportation national curriculum, meet continuing education requirements, and pass board examinations.

Takes effect July 1, 2050.
