SB 3099 Summary

• Implements recommendations from the Hawaii Sea Level Rise Vulnerability and Adaptation Report by requiring state and county agencies to review policies, update capital improvement plans, and adopt design standards that incorporate sea level rise projections by July 1, 2021

• Establishes state responsibilities for sea level rise adaptation including infrastructure assessments, hazard mitigation plans, flood insurance promotion, and critical infrastructure protection, with the Governor able to delegate duties to specific departments

• Creates county obligations to conduct comprehensive regional market assessments, develop detailed redevelopment strategies for priority areas, adopt flood standards requiring zone V construction compliance in coastal zone A areas, and participate in the National Flood Insurance Program's Community Rating System

• Establishes the Office of Planning's standing committee on sea level rise and managed retreat to conduct risk analyses of vulnerable urban areas, identify priority redevelopment areas, and submit annual reports to the legislature

• Appropriates funds to the Department of Health to conduct a sea level rise mitigation review identifying hazardous sites at risk from coastal flooding and analyzing gaps in environmental regulations; effective July 1, 2050
