SB 3100 Summary

• Adds new section to Hawaii Revised Statutes Chapter 226 codifying Hawaii's commitment to all 17 United Nations Sustainable Development Goals with specific indicators and targets to be achieved by 2030 unless otherwise specified.

• Directs all state agencies to take practicable action toward achieving sustainability goals across poverty reduction, food security, health and well-being, quality education, gender equality, clean water, affordable energy, economic growth, infrastructure, reduced inequalities, sustainable cities, responsible consumption, climate action, ocean conservation, land protection, peace and justice, and partnerships.

• References existing state initiatives including Aloha+ Challenge, Sustainable Hawaii Initiative, Hawaii Commitments from the World Conservation Congress, and Executive Order 18-06 as frameworks for implementation.

• Establishes measurable targets such as 70% clean energy by 2030, doubling local food production, reducing waste by 70%, protecting 30% of watersheds, and achieving 100% renewable electricity by 2045.

• Effective date set for July 1, 2050, making this a prospective codification of long-term sustainability commitments.
