SB 3104 Summary

• Establishes a residential leasehold program within the Hawaii Housing Finance and Development Corporation to develop affordable multi-family condominium units on state lands with lease terms not exceeding 99 years.

• Authorizes $275,000,000 in general obligation bonds to fund housing infrastructure development, including $200,000,000 for areas within one mile of rail transit stations and $75,000,000 for counties with populations under 500,000.

• Allows petitioners to seek land use district boundary changes for 15-25 acre parcels directly through county authorities rather than the state Land Use Commission when the majority of development is for affordable housing.

• Permits the State Historic Preservation Division to delegate historic preservation project reviews to counties that meet certification standards regarding staff qualifications and independence.

• Establishes the Office of the Housing Advocate within the Department of Business, Economic Development and Tourism to develop and implement policies addressing Hawaii's housing shortage.

• Removes the statutory cap on conveyance tax revenues deposited into the rental housing revolving fund, allowing all 50% of collected conveyance taxes to be allocated to the fund.
