Amends Section 249-31 of Hawaii Revised Statutes to impose a $50 annual vehicle registration surcharge fee on electric vehicles and alternative fuel vehicles, beginning with the first registration renewal.

Deposits surcharge fee revenue into the state highway fund established under Section 248-8.

Defines "alternative fuel vehicle" as a vehicle powered by non-petroleum-based fuel, explicitly excluding electric, electricity recharged, or hybrid electric motor vehicles.

Requires counties to collect the surcharge fee together with county vehicle registration taxes and transfer collected funds to the State.

Becomes effective on July 1, 2050.
