Extends the emergency department homelessness assessment pilot program from June 30, 2020 to June 30, 2021.

Extends the medical respite pilot program from June 30, 2020 to June 30, 2021.

Clarifies that funds appropriated for both pilot programs under Act 209 (2018) that were not expended or encumbered by June 30, 2019 shall lapse on June 30, 2021 instead of the original lapse date.

Requires the Department of Human Services to submit reports to the legislature no later than twenty days prior to the 2020 and 2021 regular legislative sessions regarding the efficacy and recommendations for continuation of both programs.

Effective retroactively to June 29, 2019.
