Requires the Department of Health to update its solid waste rules by January 1, 2022, and every five years thereafter, establishing a tiered registration and permitting system for solid waste composting facilities with less stringent standards for Class II facilities.

Allows solid waste composting operations as a permitted use in agricultural districts statewide.

Appropriates funding for one full-time program specialist position in the Department of Health's solid and hazardous waste branch to implement the updated composting regulations.

Addresses findings that food waste comprises 25% of landfill materials, with nearly 50% of organic materials potentially divertible through composting to improve soil health, sequester carbon, and support state sustainability goals including the Aloha+ Challenge and Hawaii 2050 sustainability plan.
