Requires the state council on developmental disabilities to convene a working group to study design and implementation of a home- and community-based services program for individuals with intellectual or developmental disabilities at risk of institutionalization.

Study must include recommendations on eligibility criteria, eligible population projections, clinical assessment instruments, service definitions and limitations, provider qualifications, program administration, and cost estimates.

State council on developmental disabilities shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2021 regular session convenes.

Addresses gap in services for Medicaid beneficiaries with intellectual or developmental disabilities who lack independent daily living skills and risk institutionalization without adequate community support.
