Creates a working group within the Department of Public Safety, chaired by the director, to study feasibility of a pilot program reducing recidivism through inmate education and training.

Working group shall include at minimum a University of Hawaii representative and consider programs providing vocational training, business skills, entrepreneurial training, and financial literacy education to inmates.

Working group must evaluate whether the pilot program should start with a small cohort and expand as appropriate.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2021 regular session.

Working group ceases to exist on December 31, 2020.
