Requires the Governor of Hawaii to administer and facilitate a state capitol tour program featuring walking tours and information dissemination about the Hawaii state capitol building.

Tours shall be conducted by unpaid volunteer docents throughout accessible areas of the capitol building and grounds, developed in consultation with the legislative reference bureau's public access room.

Appropriates general revenues from the State of Hawaii for one permanent full-time equivalent (1.0 FTE) position and the tour program for fiscal year 2020-2021.

Addresses the vacancy in the Governor's office position responsible for capitol tours that has existed for several years by establishing a permanent staffed program.

Effective date: July 1, 2051.
