Authorizes the director of finance to issue $250,000,000 in general obligation bonds for deposit into the rental housing revolving fund in fiscal year 2020-2021.

Authorizes a $250,000,000 transfer from the rental housing revolving fund to the emergency and budget reserve fund on May 28, 2020, for fiscal year 2019-2020.

Repeals the $20,000,000 general fund appropriation for stadium development district and increases general obligation bonds for that purpose from $150,000,000 to $170,000,000.

Appropriates $20,000,000 in general revenues and authorizes transfers of $25,000,000 from the mental health and substance abuse special fund and $8,000,000 from the Hawaii tobacco settlement special fund to the emergency and budget reserve fund.

Appropriates $432,000,605 in general revenues to the emergency and budget reserve fund from savings in the Supplemental Appropriations Act of 2020 and Judiciary Supplemental Appropriations Act of 2020.
