S.B. 3143 Summary

• Requires the State Procurement Office and Public Works Division to develop a ten-year pilot program enabling innovative procurement methods, effective January 1, 2021.

• Pilot program shall provide advisory, governance, and management services to state agencies including value assessments, procurement guidance, contract management, training, and research on efficient information systems.

• Establishes one full-time exempt innovative project delivery officer position within the Public Works Division, exempt from civil service requirements during the pilot program.

• Requires written reports to the legislature no later than twenty days before regular sessions in 2022, 2024, 2026, 2028, and 2030 with findings, recommendations, and any proposed legislation.

• Appropriates funds from general revenues for fiscal year 2020-2021 for the officer position, with intent that appropriations continue annually through the ten-year pilot; act takes effect July 1, 2020 and repeals July 1, 2031.
