Establishes a recycled products manufacturing grant program administered by the Department of Health's Office of Solid Waste Management to provide grants to recycled products manufacturers, bioconversion businesses, or composting businesses operating in Hawaii.

Authorizes grants of up to $750,000 per recipient to offset operational costs, with funds disbursed from the environmental management special fund upon department approval.

Defines "recycled products" as locally sourced recyclables that would otherwise be disposed as municipal solid waste and are used in a manufacturing process to produce marketable products made of postconsumer material within the State.

Grants are exempt from Hawaii's public procurement law (Chapter 103D), and the department shall adopt administrative rules to implement the program.

Appropriates funds from general revenues to the environmental management special fund and from that fund to the grant program for fiscal year 2020-2021; effective date is July 1, 2050.
