• Establishes licensure requirements for school psychologists under the board of psychology, making Hawaii the first state to implement such regulation.

• Creates two licensure categories: school psychologist-specialist (requiring 60+ graduate semester hours with 1,200 hours supervised internship) and school psychologist-doctoral (requiring 90+ graduate semester hours with 1,500 hours supervised internship).

• Requires applicants to pass the Praxis School Psychologist examination or hold current national certification or valid out-of-state licensure as of July 1, 2019.

• Restricts school psychologists to practice only in educational settings (schools, universities, early intervention programs) and prohibits private practice.

• Expands the board of psychology from 7 to 9 members to include 2 licensed school psychologists; licensure becomes effective July 1, 2021, with the regulatory program subject to repeal on June 30, 2025.
