Requires separate-gender public restrooms and toilet facilities at public amusement facilities constructed, renovated, retrofitted, or installed after January 1, 2021 to provide two female-use toilets for each male-use toilet and two female-use toilets for each male-use urinal.

Applies to restrooms at zoos, theaters, convention centers, concert halls, sports arenas, stadiums, state parks, county parks, amusement parks, fairgrounds, and carnivals.

Defines "renovated" as structural remodeling involving 50% or more of restroom square footage, excluding reroofing, cosmetic work, and electrical/mechanical alterations.

Defines "retrofitted" as projects involving modification or replacement of existing fixtures with new technology at a cost exceeding a specified amount (amount not specified in bill text).

Does not apply to unisex restrooms or facilities intended for use by more than one gender, or to portable toilet facilities at temporary events.
