S.B. 3153 Summary

• Prohibits farm owners and operators from confining covered animals (calves raised for veal, breeding pigs, and egg-laying hens) in cruel manner beginning December 31, 2025.

• Defines cruel confinement as: calves with less than 43 square feet of usable floor space, breeding pigs with less than 24 square feet, and egg-laying hens confined in non-cage-free systems or with insufficient floor space (1 square foot for multi-tiered systems, 1.5 square feet for single-level systems).

• Prohibits business owners and operators from knowingly selling shell eggs, egg products, whole veal meat, or whole pork meat produced from cruelly confined animals beginning December 31, 2025.

• Establishes penalties of $500 to $1,000 per violation and authorizes actions under unfair and deceptive trade practice laws for sales violations.

• Exempts farms with 10,000 or fewer caged egg-laying hens from cage-free requirements if hens maintain minimum 1 square foot floor space, and exempts medical research, veterinary procedures, transportation, fair exhibitions, slaughter, and temporary animal husbandry periods from prohibitions.
