Adds new sections to Hawaii Revised Statutes Chapter 226 establishing objectives and policies for the "lei of green," a system of interconnected public parks, recreational open spaces, greenways, and shoreline promenades along Hawaii's shoreline from mauka to makai.

Directs the Office of Planning to implement the lei of green policy in coordination with state and county departments, ensuring protection and preservation of anchor elements including public parks, historic landscapes, and connecting greenways.

Requires the Office of Planning to submit a status report on lei of green policy implementation to the Legislature and Governor no later than twenty days before the 2022 regular legislative session, including benchmarks for incremental county-by-county compliance.

Appropriates funds from general revenues to the Office of Planning for fiscal year 2020-2021 to cover research, compilation, and submission costs for the required status report.

Effective date is July 1, 2050.
