Increases maximum fine for violating section 291-24 from $100 to a maximum of $300, with minimum fine of not less than $100.

Increases fine range for violating section 291-24.5 from $25-$250 to $100-$300 for each separate offense.

Addresses complaints about noise pollution from loud mufflers on motor vehicles, particularly motorcycles, which disrupt residents' sleep and affect quality of life.

Takes effect upon approval and applies to current laws prohibiting installation of mufflers that increase vehicle noise levels.
