Amends Hawaii Revised Statutes Section 463-10.5(a) to exempt security personnel directly employed by the Department of Education and University of Hawaii from standard guard registration requirements.

Allows the Department of Education and University of Hawaii to hire security personnel applicants without a guard card at the beginning of their employment.

Requires security personnel hired without a guard card to obtain one after being employed for one year in that position.

Exemption applies only to personnel hired pursuant to chapters 76 and 78 of Hawaii law, allowing these agencies to rely on civil service standards instead of duplicative registration requirements.

Effective date: July 1, 2020.
