Requires the Attorney General to condemn three private roads on Oahu: Rawlins Lane (from Auld Lane to terminus), Kalani Street (from Puuhale Road to Mokauea Street), and Factory Street (from North King Street to Waterhouse Street).

Attorney General must initiate condemnation proceedings no later than January 1, 2020, and must make good faith effort to determine if any kuleana lands are involved before condemnation.

Department of Transportation shall operate and maintain all condemned roads after condemnation is complete.

Attorney General must submit status reports on condemnation proceedings to the legislature no later than twenty days before the 2020, 2021, and 2022 regular sessions.

Appropriates unspecified general revenues for fiscal years 2019-2020 and 2020-2021 to cover due diligence costs, court costs, and property owner compensation; appropriation effective July 1, 2050.
