Establishes a Remote Legislative Access Program within the Hawaii State Capitol to allow Hawaii residents to participate in legislative proceedings and provide testimony remotely through teleconferencing and videoconferencing.

Places oversight of the remote legislative access program under the joint legislative access committee, which must seek advice from experts in remote communications including the chief information officer of the office of enterprise technology services.

Requires the joint legislative access committee to consider different communication methods and technologies that accommodate individuals with visual or hearing impairments when implementing the program.

Appropriates funds from general revenues for fiscal year 2019-2020 to establish the remote legislative access program (specific amount left blank in the bill).

Takes effect on July 1, 2050.
