Hawaii Emergency Management Agency must compile a list of evacuation routes by January 1, 2020, and update it at least every five years, including highways providing access to tsunami zones, special flood hazard areas, or areas where 100+ persons live/work if the highway is the only means of access.

Prohibits planting of large trees (defined as plants with single trunk that will eventually exceed 15 feet in height) within 15 feet of roadways on evacuation routes beginning July 1, 2020.

Agency must establish a registry of existing large trees within 15 feet of evacuation route roadways by January 1, 2021, and update it on an ongoing basis.

Agency may trim, spray, or remove large trees identified in the registry if they have potential to obstruct evacuation routes, or may order landowners to perform these actions.

Appropriates funds to Hawaii Emergency Management Agency for fiscal years 2019-2020 and 2020-2021; Act takes effect July 1, 2050.
