Establishes a K-12 Curriculum-to-Career-Pipeline Initiative within the Department of Education to prepare students for workforce entry upon high school graduation with relevant skills, certifications, licensing, or college credit.

Requires the Department of Education to collaborate with the Department of Business, Economic Development, and Tourism; Department of Labor and Industrial Relations; and University of Hawaii to develop and implement the initiative.

Directs the Department of Education to adopt administrative rules under Chapter 91 to implement the program.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 to support development and implementation, including one full-time equivalent Educational Specialist II position (specific dollar amounts left blank in bill).

Takes effect January 1, 2050.
