Amends Article II, Section 1 of the Hawaii State Constitution to lower the voting age from 18 years to 16 years for state and local elections.

Maintains existing residency requirement of at least one year in the State prior to the election and voter registration as provided by law.

Requires placement of the following question on the ballot: "Shall the qualifying age of voters for any state or local election be lowered from eighteen years of age to sixteen years of age?"

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii State Constitution, but not earlier than July 1, 2050.
