Amends Hawaii Revised Statutes Section 28-2.5(a) to prohibit the attorney general from investigating alleged violations of law when goals conflict with native Hawaiian rights protected by Article XII, Section 7 of the Hawaii State Constitution

Prevents investigations when individuals are exercising rights through nonviolent civil disobedience that are protected under the U.S. Constitution or Hawaii State Constitution

Legislature finds that nonprofit organizations should not be penalized for expressing opinions or engaging in nonviolent civil disobedience against government programs, practices, or policies

Recognizes that traditional and customary Hawaiian cultural rights are constitutionally established and worthy of the same protection as free speech and assembly rights

Takes effect upon approval
