• Extends the nursing facility sustainability fee program from June 30, 2019 to June 30, 2021, with special fund provisions extending to December 31, 2021.

• Increases the nursing facility sustainability fee limit from 4.0 percent to 5.5 percent of net patient service revenue, with per resident daily maximums rising from $13.46 to $20.00 for standard facilities and from $5.85 to $9.00 for reduced-fee facilities.

• Allows at least 88 percent of fee revenue to be used for matching federal Medicaid funds to enhance capitated rates for nursing facilities or to pay quality incentives, with 12 percent available for departmental purposes.

• Updates fiscal year references in enhanced capitation rate provisions from 2017-2019 to 2019-2021, and requires Medicaid managed care health plans to make payments within 30 calendar days of receiving monthly capitation rates.

• Appropriates funds from the nursing facility sustainability program special fund for fiscal years 2019-2020 and 2020-2021 for authorized purposes.
