Amends section 26-1 of Hawaii Revised Statutes to expand the lieutenant governor's duties as secretary of state for intergovernmental relations to include management and oversight of public tours of the state capitol.

Adds responsibility for the lieutenant governor to maintain and publish a list of vacancies on state boards and commissions.

Clarifies that the lieutenant governor's new duties do not diminish the governor's power to nominate persons to serve on boards and commissions under the constitution and applicable state law.

Maintains the lieutenant governor's existing authority to employ staff without regard to civil service requirements under chapter 76.

Takes effect July 1, 2050.
