• Requires the appropriate receiving officer of each legislative chamber to promptly notify the legislative reference bureau upon receipt of any report required by law or requested by legislative concurrent resolution

• Directs the legislative reference bureau to develop a spreadsheet tracking all required reports, including the law number, report description, appropriation amount, due date, and actual receipt date, with the spreadsheet made available to legislators after the veto override period and resubmitted at the start of each regular session

• Requires the legislative reference bureau to notify the legislature within 10 days of each regular session convening of all reports that were not timely submitted

• Mandates government agencies submit copies of all required reports to the legislative reference bureau and include in reports the authorizing law or resolution, appropriation amounts, and submission deadlines

• Amends Chapter 21 of Hawaii Revised Statutes by retitling it "Legislative Operations" and reorganizing it into parts, with new provisions establishing the reporting accountability system
