Require state departments to deduct total salary and wage overpayment balances from their budget requests for the following fiscal biennium.

Remove the two-year statute of limitations on determination and notice of salary or wage overpayments to employees, allowing the state to pursue overpayment claims indefinitely.

Address ongoing overpayment issues in state departments, which exceeded $415,000 monthly from November 2016 to October 2017, with peak overpayment of $622,266.14 in November 2016.

Preserve existing employee rights to contest overpayment determinations through hearings under chapter 91.

Take effect on July 1, 2050.
