• Appropriates funds for the Department of Human Services to purchase, staff, and operate two mobile outreach services to serve homeless individuals, with one service allocated to Hawaii County.

• Requires the Department to obtain matching funds on a dollar-for-dollar basis to the amount appropriated by the State before funds become available.

• Authorizes mobile outreach services to provide medical care, mental health services, substance abuse treatment, dental care, shower and laundry services, health insurance enrollment, pharmacy services, and street medicine directly to homeless persons.

• Specifies staffing may include a primary care provider, nurse, pharmacist, psychiatrist, social worker, outreach worker, and medical or nursing students.

• Takes effect July 1, 2050.
