Clarifies that state board and commission members whose nominations are withdrawn for cause by the governor before senate advice and consent are considered disqualified from continued service.

Prohibits members from serving as holdover members beyond their most recent term if their nomination for reappointment is withdrawn for cause by the governor.

Maintains existing law allowing holdover members to continue in office until a successor is nominated and appointed, but only if not disqualified under these provisions.

Limits holdover service to no more than the end of the second regular legislative session following a member's term expiration.

Takes effect July 1, 2050.
