• Creates places of deposit at additional locations within counties for personal ballot delivery, with extended hours until 6:00 p.m. on election day.

• Appropriates $200,000 annually (FY 2019-2020 and 2020-2021) to the office of elections and $830,731 annually in grants to counties to cover implementation costs of the vote-by-mail system.
