Establishes a new criminal offense for unauthorized attachment of objects to fences, gates, walls, or other structures without the owner's permission.

First offense results in a written warning citation; second or subsequent offenses within one year are violations subject to a $100 fine.

Property owners may detach objects without notice or delay and are protected from liability except for damages caused by gross negligence or wanton acts.

Law enforcement officers may detach objects at the owner's request, subject to state law or county ordinance authorization.

Defines "owner" to include the property owner and agents, tenants, lessors, sublessors, or their successors in interest.
