Requires the auditor to conduct a comprehensive performance audit of the Department of Public Safety, covering the office of the director, civil rights compliance office, personnel management office, fiscal office, and health care division's mental health services.

Audit shall review hiring, staffing, and supervisory policies including applicant screening, conflicts of interest, favoritism, and employee morale.

Audit shall examine internal complaints and lawsuits from employees, contracting and procurement practices, contractor screening, and compliance with state and federal laws.

Audit shall assess the department's ability to provide mental health services to inmates and pre-trial detainees, including efforts to fill staffing vacancies in mental health positions.

Auditor must submit report with findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2021.
