Reduces the Department of Education's administrative expenditure cap from 6.5% to 5% of the total operating budget beginning with the 2020-2021 fiscal year, unless approved by the legislature.

Increases the minimum percentage of appropriations that principals must expend from 70% to 75% of the total department budget, excluding debt service, capital improvement programs, and agencies administratively attached to the department.

Excludes debt service, capital improvement programs, and administratively attached agencies from the calculations of both administrative expenditure limits and principal expenditure requirements.

Effective date is July 1, 2050.
