Increases the damage threshold for public school vandalism restitution agreements from $3,500 to $10,000 under Hawaii Revised Statutes Section 302A-1153.

Allows principals to execute written restitution agreements with pupils and parents or guardians for vandalism damages up to $10,000 without referring cases to the attorney general.

Requires cases involving damages exceeding $10,000 to be reported to the complex area superintendent, who must refer the matter to the attorney general for further action.

Takes effect on June 18, 2050.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.
