Adds the lieutenant governor as a member of the state capitol management committee and designates them as chairperson, replacing the previous election-based selection process.

Adds the lieutenant governor's chief of staff as a committee member and prohibits the lieutenant governor from being represented by a designee.

Requires the lieutenant governor to submit an annual report to the legislature no later than 20 days before each regular session covering committee meetings, outcomes, expenditures, and expenditure purposes.

Renumbers existing committee member positions (governor's chief of staff, comptroller, director of public safety, two senate members, two house members, and two legislative officers) to accommodate the new lieutenant governor positions.
