Amends Chapter 453J of Hawaii Revised Statutes to expand the prohibition on conversion therapy to include both sexual orientation and gender identity.

Prohibits licensed professional counselors from engaging in or advertising conversion therapy on persons under 18 years of age, with violators subject to disciplinary action by their professional licensing authority.

Defines "conversion therapy" as practices seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or romantic attractions toward same-gender individuals.

Clarifies that counseling providing support during gender transition, acceptance and support services, and identity exploration are not considered conversion therapy if they do not seek to change sexual orientation or gender identity.

Effective date: July 1, 2050.
