Amends Hawaii Revised Statutes Section 92-2.5 to permit two or more board members to attend state of the city, state of the county, state of the State, or state of the judiciary addresses.

Requires that board members attending such addresses refrain from discussing board business except during and as part of the event itself.

Prohibits board members from making or seeking commitments to vote on matters during attendance at these addresses.

Clarifies that attendance at and participation in these addresses does not constitute a meeting under Hawaii's sunshine law.

Takes effect upon approval.
