Requires mandatory mediation when a quiet title action involves kuleana land and any defendant requests it at the time the action is filed.

Allows courts to consolidate separate quiet title actions involving kuleana land in the same circuit when actions are brought by the same plaintiff or multiple plaintiffs claiming the same real property interest.

Places the burden of paying reasonable mediation costs on the plaintiff in kuleana land quiet title actions, with recovery of costs, expenses, or attorney's fees from defendants subject to court discretion based on equitable circumstances.

Preserves native Hawaiian rights under article XII, section 7 of the Hawaii State Constitution and does not diminish or restrict such rights through this Act.
