Appropriates $40 million from CARES Act funds to the Department of Defense for COVID-19 response activities, with monthly reporting requirements beginning June 1, 2020.

Distributes $175.3 million in CARES Act funding to Hawaii ($80 million), Maui ($66.6 million), and Kauai ($28.7 million) counties for COVID-19 response, requiring coordination with the Department of Health and monthly reporting.

Appropriates $11.514 million from CARES Act funds to the Department of Labor and Industrial Relations for pandemic unemployment assistance, information technology systems, and 42 authorized positions (3 hearings officers, 30 claims assistants, 9 auditors).

Authorizes the Director of Finance to issue $2.1 billion in debt instruments for fiscal year 2020-2021 to access the Federal Reserve's Municipal Liquidity Facility program, effective July 1, 2020.

Appropriates $50 million from the Paycheck Protection Program and Health Care Enhancement Act to the Department of Transportation ($36 million) and Department of Health ($14 million) for thermal screening, testing, contact tracing, and outbreak control efforts.
