Establishes a P-20 agriculture education coordinator position within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources to oversee communication and collaboration of an existing agriculture education working group.

Requires the coordinator and working group to implement a coordinated framework supporting preschool through post-secondary agriculture education, including teacher training, curricular integration, and capacity building initiatives.

Directs the coordinator and working group to submit annual reports to the legislature no later than 20 days before each regular session with findings, recommendations, and any proposed legislation.

Appropriates unspecified general revenue funds for one full-time equivalent coordinator position for fiscal years 2019-2020 and 2020-2021.

Effective date is July 1, 2052.
