SB785 - Collective Bargaining Appropriations Summary

• Appropriates funds for fiscal biennium 2019-2021 to cover collective bargaining cost items and salary adjustments negotiated between the State of Hawaii and bargaining units (2), (3), (4), (7), (8), (9), (13), and (14).

• Allocates funding across multiple sources including general funds, special funds, federal funds, revolving funds, and other funding mechanisms to various state departments, with significant allocations to Department of Education and Hawaii Health Systems Corporation.

• Provides salary increases and cost adjustments under Hawaii Revised Statutes chapter 89C for excluded state officers and employees belonging to the same compensation plans as bargaining unit members.

• Appropriates $15,776,780 from general revenues for fiscal year 2020-2021 to meet collective bargaining requirements under emergency medical services contracts.

• Takes effect retroactively to June 30, 2020, with fiscal year 2019-2020 appropriations not lapsing until June 30, 2021.
