Requires each newly hired employee to receive a general orientation on their benefits and rights within 20 calendar days of being hired, conducted by the employee's respective jurisdiction.

Allows the exclusive representative (union) that represents the employee to attend the orientation and present information on the employee's benefits and rights.

Defines "exclusive representative" with the same meaning as in section 76-11 of Hawaii Revised Statutes.

Adds a new section to Chapter 78, Hawaii Revised Statutes to establish these orientation requirements.

Takes effect on January 1, 2051.
