• Allocates approximately $1.2 billion in general funds for debt service payments, retirement benefit payments, and health premium payments across state agencies, the Department of Education, and the University of Hawaii.

• Authorizes six new permanent positions and five temporary positions, including investment officers, retirement claims examiners, benefits administration staff, and information technology specialists.

• Appropriates funds for system upgrades and projects including mandatory cloud migration of the VITECH IT system, Oracle Financials updates, and telephone system replacement.
