Appropriates $619,076 for fiscal year 2019-2020 and $651,330 for fiscal year 2020-2021 from general revenues to the Department of Human Resources Development for workforce attraction, selection, classification, and effectiveness programs.

Funds include $147,464 (FY 2019-2020) and $139,464 (FY 2020-2021) for one permanent full-time position supporting the learning management system upgrade.

Provides $43,254 (FY 2019-2020) and $83,508 (FY 2020-2021) for one permanent full-time position supporting the office of collective bargaining in labor contract negotiations.

Allocates $95,386 for each fiscal year for one interdepartmental transfer position providing support to the state deferred compensation plan board.

Funds $132,972 annually for one chief recruitment officer position and $200,000 annually for two senior recruiter positions.
